COMMENTS

Grand Lakers United Enterprise, GLUE, was formed to represent moderate thinking Grand Lakers throughout the shoreline management plan process. Our mission statement is as follows:

The mission of Grand Lakers United Enterprise is to represent the interest of moderate thinking Grand Lakers, as stakeholders, to provide a unified voice in charting the future of Grand Lake. To continue the vision of those Oklahomans who lobbied state and federal officials for the Pensacola Dam to provide flood control, hydro power, recreation while providing a great economic engine. To continue and to improve this vision by promoting responsible commercial development, prudent lake management and public safety while protecting the environment and water quality.

GLUE is the only organization to submit written recommendations for change to the original draft. As the executive director, I represent well over 200 Grand Lake stakeholders in this very important issue.

The long and many times frustrating road which has led to the development of a Grand Lake Shoreline Management Plan is winding down and its fate will now be determined by the commission. The past three years have seen countless stakeholder and public meetings to gather ideas on what the Grand Lake Plan should include and gauge the public's view of the drafts developed by the stakeholder working groups.

The initial draft, driven by the stakeholder working groups and the consulting firm hired by the GRDA to assist in the plan's development, was unanimously rejected by a majority of Grand Lake stakeholders.

As demonstrated by the results of the meetings held to encourage public comment on the draft, it certainly was not representative of what a majority of Grand Lake stakeholders would like to see. Throughout the five public meetings, the only voice of support for the draft came from the extremist who had managed to dominate the SMP stakeholder working groups. A vote was taken at the meeting conducted in Grove and attended by over 200 interested Grand Lakers. Only three in attendance favored the plan as originally written.

Kevin Easley and the entire GRDA staff are to be commended for recognizing the public's overwhelming displeasure with that initial restrictive draft. They went to work developing a plan designed to be user friendly and maintaining Grand Lake's role as an economic engine while meeting the objectives of protecting the environment and the lake's water quality.

Grand Lakers United Enterprise fully supports the plan submitted to the commission for approval and implementation. Our membership has been joined by many other Grand Lake stakeholders who have elected to sign a petition of support for the plan. The petition and associated documentation will be forwarded to the commission via the U.S. mail for your review. We will continue to forward documentation of support as they are collected throughout the Grand Lake area.

During the public meeting in Miami in May of 2005, I spoke of the positive economic impact Grand Lake and the Grand River Dam Authority had introduced to some of the poorest counties in northeastern Oklahoma. The focus of my comments was to urge your agency to not slay the goose that laid the golden egg when it came to jobs, tax revenues to support our school systems and infrastructure. The commission’s decision, with respect to this plan, will not affect the economic well being of your commissioners or staff, but it will go a long way in dictating the economic future of northeastern Oklahoma.

The adoption of this plan is critical to our future.
